DC: The Taipei City Government is actively integrating artificial intelligence into various public services, including:
● Smart customer service: The Taipei Pass app and the 1999 citizen hotline have implemented AI voice and text recognition systems, reducing response times and enhancing citizen satisfaction.
● Traffic management: AI analyses real-time traffic footage and signal controls to optimise vehicle flow and pedestrian safety.
● AI intelligent recognition: Using AI technology to automatically detect illegal garbage dumping, automatically generating violation clips, significantly reduces the manpower needed to manually review surveillance footage.
These applications not only improve municipal efficiency but also provide opportunities for corporate collaboration and experimentation, forming a "public-private cooperative innovation model" that promotes the commercialisation and export of AI solutions.
Q: Can you elaborate on what's available to help enterprises?
DC: Currently, the Taipei City Government provides multiple digital tools and platforms to assist businesses and citizens in conveniently accessing public services, such as:
● Taipei Pass: Integrates various municipal services and offers (support) like online business applications and tax enquiries for enterprises.
● City Government Chatbot Services (via LINE/Web): Provides real-time responses and consultation services, enhancing interaction efficiency (with) businesses and the public.
Q: How is Taipei’s AI ecosystem fostering enterprise innovation?
DC: Taipei City is home to 25 institutions of higher education and has 42,000 graduates with tertiary degrees or above. Numerous teaching and research institutions are established here. This provides ample high-quality talent for enterprises, forming a healthy talent ecosystem and laying a solid foundation for business development.
Additionally, Taipei City's startup ecosystem is thriving, gathering numerous accelerators, venture capital funds, and industry-academia collaboration platforms. This fosters an increasing number of AI startups each year, with application areas covering speech recognition, computer vision, fintech, smart manufacturing, and retail technology.
Q: Beyond startups, how are you helping more established businesses with technology?
DC: In 2023, to help businesses accelerate digital transformation, the Taipei City Government established the Digital Business Center@Taipei as a one-stop service platform. It integrates two main themes: digitalisation, and cross-border operations.
The centre offers diverse support resources addressing enterprises' needs during transformation, including consultation and diagnosis, talent cultivation, and funding for digital adoption. It assists businesses in implementing digital tools to enhance digital operational capabilities, promotes digital marketing, data analytics, and cross-border e-commerce guidance, establishing a dual-track system for internal digital upgrades and digital blueprints for internationalisation.
